Their position is that the tax is an environmental plus, as it discourages travel to and from the UK. Less travel is less pollution, in their alleged minds, as someone who does not travel to Britain does not travel at all.
Note - I don't agree with this, and agree with you that this is just another case of tax-loving Brits deciding that they have too much money in their pockets. But that is Her Majesty's Government's rationale.
