You do not understand. The APD is supposed to make Britain uncompetitive as a tourist destination compared to other European destinations. The UK government believes that there is too much air travel to Britain, and this is one way to reduce it (environmental concerns, don't 'cha know).
The environmental argument is up for debate as they don't spend any of the $5bn raised on green projects. It's frankly just another tax to pay down the debt with the mask of environment.
Getting back to the original question, so BRP as an EXP, say you fly LHR-DFW-SEA would they still apply the higher APD if you get the complimentary upgrade to first as an EXP for the DFW-SEA flight? This raises a question for me on using stickers for upgrades on US flights on an original UK PNR.
