There is a 8pm flight with Air China to Manila arriving at 12:55am. I did take it on Wednesday and it arrived actually 30 minutes early. Obviously not a perfect arrival time but at least no traffic to worry about and I was through immigration and in the hotel car within 20 minutes and this did include checked luggage. The airport is deserted at this time of the night.
I can't answer your question on transit Visa since I started in PEK.
I do agree though that A* is a real pain out of Manila. I have a world around ticket and 3 stops on the way home to DEN.
