You're right except for ONE thing:
It is unlikely, IME, for the ticketing agent at the airport to drill down deep enough into the PNR to "locate" the application of the e-cert.

Surely this method does NOT guarantee that the OP can do as he/she wishes, but the steps as outlined above are the right ones with which to TRY.
