Sounds like you were made whole - as much as CO does so - at the airport and the agents actually did everything they were supposed to.

The comp you got was because you were downgraded and it is what they would give to whomever was downgraded in your situation. As to what the actual priority is for who gets downgraded, I don't know. I'd think that paid F - which is what you were on, even as a reward flight - should be after upgrades and that maybe you shouldn't have been picked, but I don't know for sure.

But it is nice to hear that the agents did process the downgrade comps correctly once they identified the affected passengers.
