You could be experiencing the opposite problem - the iPhone adapter doesn't draw enough juice (Watts) to activate the power port - the in-seat electronics don't sense the load across the terminals and think nothing is plugged in. Too little resistance = too many Watts = shutdown; too much resistance = "empty" outlet.
