I would tend to agree with you but I've had troubles numerous times using my iPhone USB cable and the little USB-to-AC adapter. There is no way that my little iPhone is using enough power to make that light go out. I've seen it on 737s, 757s, and most recently an A330.
You could be experiencing the opposite problem - the iPhone adapter doesn't draw enough juice (Watts) to activate the power port - the in-seat electronics don't sense the load across the terminals and think nothing is plugged in. Too little resistance = too many Watts = shutdown; too much resistance = "empty" outlet.
