Have you tried to post a "missing stay report" with PC? The T&Cs are quite clear that travel agent rates, as long as they're not heavily discounted, are qualifying.
I have only been once booked through a travel agent (IC Warsaw), and got points and benefits.
On the otherhand, IHG is fairly good what concerns their "lowest rate guarantee" - the normal travel agents (expedia - and not the discount ones) usually have the same or a higher price than IHG. So why book with travel agents?
