SD Collect Certs / No longer offer courtesy drink/snack apologies for delay?

Last night - I was booked on AC771 (schd dep 19:15) which did not materialize due to severe delay of an equiptment failure.

Been placed on AC773 (schd dep 21:05) but delayed until 21:50. During boarding, the GA did not pull my SWU cert (guessing because of courtesy, delay and the stress of rebooking people). When I boarded the flight, the SD said I need to pull your cert in order for you to sit in J. He ended up giving it to the GA which shrugged his shoulders and saying "these guys are from the previous delayed flight - give em a break"

Question 1. has anyone else experienced where the SD pulls your cert when boarding the aircraft and passes back to the GA?

Also....this has been the second time I've been severely delayed (last time was YVR-YYZ because of a late HKG-YVR inbound). Previously whenever there are long delays (of over 2+ hours) the SD would announce to Y class pax they will offer a complimentary alcoholic drink or snack item (up to $5 back then).... But these days, they apologize verbally and offer nothing else.....

Question 2. Is that the new norm now, where they offer a verbal apology but make no attempts to provide a complimentary item?
