There is a another reason, apart from the fees. many American Express cards do not have the chip/pin convention that is universal in most of the world, so merchants must not only pay the higher fee but process signature-based tickets, and most don't want the hassle.
This is what I was told.. Supposedly when it has a cheap they get a much better rate since its more secure. When it has no chip the risk drives the rate up.. I noticed all the shops this year have a new machine that I did not notice last time.
