With most companies (FYI: Budget LAX is a licensee), PHX and LAX are corporate stores, so they don't "need to get rid of PHX cars." The drop charge is not to send cars back anymore, as long as its between corporate stores. Now, it reflects minimum mileage and difference in demand.
In reality, we're talking the same thing... not to send cars back or getting rid of cars (sending cars back) is all a function of the demand. Avis SFO and SJC are both corporate stores, but some days it's $42, other days it's $110.
