I've heard that IAH and CVG were OK recently (CVG has little international traffic anymore which makes things easier). That mirrors my experiences as a citizen, though I find JFK to be OK for US citizens, too. IME, IAD can be a problem, I've personally witnessed berating of foreigners at IAD.
