No they do not! Who would you rather have on your back for a bill? The IRS or Amex?
You can try to pay $100K on your account thus reflecting a negative balance. but the attempted charge might be placed up against your
limit and not your
balance thus still being rejected.
Have you called Amex and asked them? It couldn't hurt.
