Since SAS handles check in for all Star Alliance airlines in Copenhagen, the only way to have a reasonable carry-on allowance is to use other airlines. KLM has never caused me problems with carry ons.
Strange, I have NEVER seen this before! Why dont you not just use the check-in kiosk then??? Or OLCI and print your own BC? Then surley NO ONE will way your carry-on. On all of my flight this year I have had my carry-on, labtop bag and usually a small weekend bag and NEVER been asked to check it in.
