Renting a car in France: CDW declined --> deposit?

Hello, I am new to the board. I am going to France this summer and I am renting a car through Budget. I have booked the car and declined the CDW and theft insurance since my credit card covers both.

However, when I look at the fine prints, it says that:
.• Coverage: Customer will be asked to leave damage responsibility as a deposit if CDW or Theft Protection is not taken. Damage responsibility if CDW or Theft Protection not taken: Car group A & F is EUR 11,000.00; car group B is EUR 15,500.00; car groups C, J, O is EUR 20,000.00; car group L is EUR 22,000.00, car group E is EUR 26,000.00; car group K, I & G is EUR 28,000.00. Non- waiverable responsibility: car groups A, F is EUR 500.00; car group B,C, L, J, O is EUR 800.00; car groups E, G, K & I is EUR 1,00.00.

The class of the car rented is a class F. Does that mean that they will place a hold on my credit card for a deposit of 11,000 euros? In that case, the company will not be able to, since this is over my credit card limit.
