Every other major country in the world can transfer passengers within an airport without having them having to collect their luggage & rechecking it so they only see their luggage when they reach their final destination.

Mind you every other major country in the world has the ability to keep passengers airside if they are transiting an airport and can even - gasp - not require them to pass through immigration checks in the process
