She'll go through the transit immigration rather than the IAD arrivals one, so it is concourse side. After which she'll pick up her bags at the transit baggage claim and get past customs. From there she'll recheck her bags, go through security again, and then end up in the terminal, I think it's C, where she can go to wherever her connecting flight is.
