I did an award in C for 2 last year (companion) but I had to make a special request. Availablity was very poor, only 1-2 C seats on a few dates (even in C class, not I!). I could convert those 2 C seats into award seats. When I travelled C class was completely full, though economy wasn't . I think it's a case of supply and demand!
