VDB Domestic Overnight - why $400 offered, not $600?

Sitting in ORD right now. The Traverse City flight is oversold by 6 and they have been seeking volunteers for tomorrow morning. Apparently there is some Cherry Festival there so nobody is yeilding.

The compensation is $400 but I thought > 6 hours (overnight) is $600? A family of 4 made the offer for $600 but the agent said no.

I wonder is it because $600 would have been higher than IDB so he is sticking with $400?

Does the agent get any reward for "denying the maximum number of passengers and paying the least amount of compensation"?

What hotel do they put people up at ORD anyway?
