I traveled on an award ticket on 7/1. I spoke with the SLC agent who tried to put me on the upgrade list (he was aware the policy is going to eventually change). The computer would not let him put me on the upgrade list. He really tried, since the flight was going out with empty F seats.

So, I agree with other posters this was an at-the-gate Op-Up situation.
