I think the non-Schengen bus gates are on level 1 and passport control is on level 3. There are escalators and an elevator you can take from the bus gates.
Exactly. Now that the Arrivals are segregated the escalator is enclosed in glass and you have to go from level 1 to level 3, with no chance to go to level 2 before clearing security or immigration at level 3.
