You can absolutely breastfeed during takeoff and landing and it's a good idea (particularly during descent). If you are buying a seat for the child, then it's theoretically safer to strap the kid into a carseat in his/her seat, but I don't think it's required (the kid could also be in your lap). If you're not buying a seat, then the kid would be in your lap anyway.
