Yes, you should be concerned. 21 minutes is not a legal connection time and you may find yourself in a bind. I recommend you get on the phone with AA and figure out what they plan to do to help you (guarantee to hold the flight, put you on a different flight [request upgrade since this is essentially denied boarding for your first one]) or something else --- and get that agent's name.
