The FAA requires that Flight Attendant's pick up all service items that they gave you, this doesn't include drink cups brought on board by the customer themselves. This was an issue at the airline I work for for a short time. We were required to pick up ALL cups and glasses prior to push back or landing, until there was clarification on the FAA rule.
