JFK or LGA would have been the Port Authority Police. Not to beat this to death, but if you can't check in and sent to the gate be extra, sugar on top, sweety pie nice to the GA. Example, a few months back GA starts to board F/J on a JFK to LAX flight and gets yelled at by the F FA as the F cabin is not ready. GA not happy and I am standing right next to her. A gentleman comes up to the gate, he had missed the cut off on an earlier flight to LAX and sent to the gate. He actually has credit card out and willing to pay any difference and/or fee. I'm thinking just wait to the GA reprices with change fee, he will flip. Instead, she takes pity on him because he asks politely and is willing to pay for any difference/fee and just hands him a BP and tells him to have a nice flight (he has no status). I say to the GA, wow you really were generous to that gentleman. She said it was all in his attitude.
