Most NAmerican airports have noise curfews and thus have no scheduled flights between midnight and 6a give or take a half hour. Thus hotels operate a realistic shuttle sked to coincide with those hours. While flights may arrive late from time to time it is not a reason for hotels to keep their shuttles going late.
I doubt that Dulles is one of those with a curfew. The flight I was on is daily and is scheduled to arrive just after 1am. Also, as I noted, the desk clerk said they get a lot of late night arrivals.
