Not sure you can always buy up to any fare... SAS had for a long time its eco fare not upgradable to eco flex, so a few days before departure on some business destinations, no availability in eco normal => not possible to change the ticket, only to buy a new flex ticket and loose the value of the original ticket. I don't know how AF does that actually.
