The article did not note any attempt at fraud, whether in claiming to be a citizen or otherwise, so for the purposes of this discussion, we can assume that he did not do so. Similarly, the article did not mention any severed heads in his checked luggage, so I am making the leap of faith necessary to assume he was not in fact carrying any, crazy as that may sound to some people.
