Yep. Parking tickets cost rental car companies millions of dollars per year. As do employees. And cars. And electricity. And advertising. Like any business, car rental companies incur costs that are inherent to the provision of their product or service.
Unlike most businesses, though, car rental companies continually try to find new ways to unpack their costs of doing business and impose them directly onto the customer rather than incorporating them into the base rate that they advertise. Unless this 60-cent charge is a specific per-transaction tax imposed by a government on car rentals (like New Jersey's ridiculous state car rental "security fee"), it's just another junk fee that Enterprise has chosen to impose on its customers.
