However, I wouldn't do it walking around Dubai. More and more people seem to be ignoring the local culture and seem to be wearing beach attire around the malls. Normally fat Brits with arms full of tattoos - and the men aren't much better.

Haha. Walking around in shorts in Dubai is not a big deal. I don't want to start a debate on 'local culture' what with all the booze EK serves on its planes
but my point is no one would look at you twice if you were wearing shorts here.
As for onboard, it's a public place, so dress accordingly. As long as you don't attempt to sleep completely nekked like a gentlemen described over in the BA forum, you should be ok.
