I think the health & safety thing is more a smokescreen for the fact that if someone put a pair of foot covers on that they were given by security and then slipped on the hard floor they might sue, stating that it was the foot covers that caused them to slip.
A lot of swimming pools provide them these days, to avoid you walking into changing areas with dirty shoes on, though they are usually for putting over the shoes instead of on bare feet.
