When I phoned the helpline they told me I'd have to wait until the beginning of July before I can buy one of these tickets but if you read through the terms and conditions it clearly says you must buy BEFORE July 1st.
Has anyone else had this problem? If so, any answers?

When I checked yesterday on one of the routes, it showed the promotional fare highlighted in yellow. Since there are only a certain number of these tickets, don't expect them to be available on every train every day, and certainly not on peak-time trains.
Probably no availability on the train/date you want - if you have the flexibility, try other options.
