AA Platinum do not get AC access in NA lounges
I presume that in this case, AC=Admirals Club.

In any case, that is true. AA members do not get access to North American lounges, AA, oneworld, or otherwise, unless in J or F class on a trans-oceanic flight. However, anyone can purchase an Admirals Club membership, which can be used at any time, regardless of which airline you are flying or even if you are flying at all. This is essentially the same as the AC SE MLL lounge benefit, except that it can be purchased.

Does AA waive the 4-flights-on-AA (re)qualification rule for Canadian members?
No, but as others have suggested it should be easy to achieve. Keep in mind that essentially any flight with an AA flight number will qualify, regardless of the carrier or fare paid.

Here's an example that took me about 5 minutes to find: YYZ-NYC-BOS, for about $350CAD return, taxes in. You'd have to stayover a Saturday night, but you'd have your 4 AA flights for little money and little time. Note that this is not a special fare, but a published fare on a scheduled flight.

So in the end, you might need to do a little bit of fine tuning, but you could have full lounge access and AA status, still for very few dollars.
