Standby charges etc. are governed by the fare rules, and I highly suggest anyone to print out a copy of the rules of their tickets (from Travelocity) on the same day they purchase it, so that you can know what rights you have.
About this thread, lately some (many?) AA int'l fares state in the "MISC" section the following: "WAITLIST AND STANDBY NOT PERMITTED". So technically on these fares the only way to "standby" is to get a new ticket, which costs the USD 200.00 change fee. Nonetheless, it's very awful customer service when the only reason the change is made is because of usage of an upgrade certificate at the airport.
