Mobile Phone Service

The first thing you need is an unlocked GSM phone which has at least the 900 and 1800mhz bands to cover these countries. Once you've obtained one of these phones, you have several choices.
You can purchase prepaid SIM cards for both Israel and France and use separate SIM cards (and phone numbers in each country).
You can purchase a roaming SIM card that will work in most countries at a rate cheaper than the standard network carriers. There are various providers -- Ekit, TravelSIM, Maxroam, etc. Right now I would avoid get any SIM card based on the Belgium Network Base (Maxroam Classic and a few others). There is a dispute going on with Base which might take these providers off the air.
The best place to learn about these SIM cards is
www.prepaidgsm.net. You can buy Israeli SIM cards cheaply off Ebay to have the number before you go.
By and large you will find the French offerings less aggressive than the Israeli. Their cellphone rates are higher, prepaid SIMs expire quickly, and their prepaid data rates aren't overly impressive.

The iPad 3g will work in Israel and France. he bands are compatible with both. If you go with local prepaid SIm cards, remember that you need MicroSIMs. Until Apple started using this standard three months ago, these SIms were very rare. You can cut a standard SIM card down to fit in the iPad. There are plenty of how to guides on the internet and a few companies have started marketing die cutters that automate the process.
Yoiur big problem will be France where the prepaid data offerings aren't great. Take a look through old threads on this forum about 3g offerings there. It has got a bit better, but it ain't great.
Maxroam has a prepaid SIM with ok roaming rates for the iPad that you can check out. If you are prepared to drop $700 on the project, look at iPhone trip which has an unlimited (5 gigs per week) roaming SIM which covers both France and Israel (and everywhere else). While it is pricey, it might make some sense for you.
What I might do is have someone jailbreak my iPad and install the MiWi program on it. The MiWi program is available form the Cydia App Store and will turn your iPad 3g into a wifi hot spot which will permit you to attach your Mac Pro to your iPad and get online.
Another alternative (if you have friends in France) is to borrow an account from someone who subscribes to the French DSL provider Free. Every Free box in France also is a wifi transmitter of a separate guest network which allows other Free users to jump on. It has coverage in virtually all Metropolitan areas. The problem is that I don't know of anyone selling day passes for free or any networks with roaming rights on the network.
