In both Israel and France you can buy a local pre paid sim card (and cheapo phone) and use that instead of your ATT BB.

Also you can get a cheapo sim card (buy a voice one, but activate data on the pre paid card) The ipad is not locked to ATT so it will take any MICRO sim card. You may have to cut don the sim you buy to fit the micro sim tray for your ipad.

This one will be a little harder. You might hope that you can "borrow" someones wifi signal that bleeds into your apartment, or else find a local cafe that offers free wifi (with the poor economy, more and more cafes are offering this to draw business).
