I think you're confusing issues - isn't a PIN irrelevant? I think all USPS cares about is that it is a debit card and not a credit card. Or do they also ask for PIN-only debit transactions because of the lower commission? If so, you'll probably have a tough time finding a PIN based debit/gift card because the card companies want higher commissions so they make these signature only.
BTW, thanks for the heads-up about the Amex gift cheques. I might have to start doing 2k SPG a month. For $20, it's a no-brainer. I take it these are depositable without any fees at most banks?
EDIT: Apparently, Amex cards have T&Cs such that you don't earn points on Gift Cheque purchases. Plus the $5.95 shipping kills the deal.
