That depends on your definition of "true" and why you are flying F. We fly premium cabins primarily for the extra real estate. Whilst on the ground, we are just looking for someplace quiet to relax until our flight departs. Certainly the MUC F lounge provides that and more (though I will say that it is quite dark). Whilst it does not have the variety of food and drink that the FCL has, in my opinion the quality is just as good. However, if you are a "maximizer" you may prefer to transit through FRA (check out the numerous threads on the FCT and FCL). Personally, I would pick MUC any day of the week due to the compactness of the airport, and corresponding ease of transit.
