They contain all ticketing requirements. I did not spot any requirement that the international ticket could only be *A, only that the pass had to be purchased outside of Brazil or South America respectively. So I'd suggest calling that Canadian office back and talking to someone else or trying a different office. I believe TAs can also sell these.
