Take a look at Mr. Rebates' merchant pages for details. It should specify whether promo codes are compatible.

That might be your experience, but it isn't common at all. Many discount sites are compatible with promo codes. In most cases, they list eligible/stackable codes on their merchant page. Often, some codes are eligible and others are not, but it's not difficult to find cashback plus promo codes that work in tandem.
