No, it's the raw # of complaints that would be expected to increase. The raw # of complaints in meaningless in these comparisons. The ratio of complaints:enplanements effectively adjusts for airline size.

What's noteworthy is that DL's ratio has been at the bottom now for almost a year & a half.
