There must be some confusion. Machines all over Holland have accepted chipped cards for many years now. I've used them at Zuid, Centraal, Schiphol, Groningen, Maastricht, Heerlen and many other places. Maybe you are referring to the financial network that extends to cards from certain countries?
Also, I have never had a €1 charge when using my card in the machines.
