They set their fares independently, with different rules. It's called competition, even if they're using the same inventory. It's much like a virtual warehouse works. You can buy from a number of resellers, but at the end of the day, it's literally the same box being shipped to you from the same warehouse.
As for EUA, you would qualify for EUA. There is no EUA list. Just view the reservation at co.com (ual.com should give you the CO confirmation number), and make sure your CO number is in there.
