If you only want one program, yes. But if you don't ahead of time which program you'll need, I'm not sure.

For example: I decided to visit Bryce Canyon National Park in southern Utah for about half a week, and then realized hotels were not cheap during the time I wanted to stay. The only chain hotels near the park are two Best Westerns, and the better-reviewed one (on TripAdvisor) is just 16000 points a night. But BW points are slow to accumulate, even if you stay at their hotels periodically, because hefty points bonuses (of the kind common in Priority Club and Choice Privileges, for example) are extremely rare at Best Western.

And Best Western's credit card only earns one point per dollar (other than for BW hotel stays), so I never use it other than for hotel stays.

And I didn't know until recently I would need so many BW points.

But it turns out DC transfers to BW about 2.65 to 1. So first of all, that means normal use of DC earns 2.65 times faster than normal use of BW's card. Second of all, DC usually gives me 10k "retention" bonus points a year around renewal time, while BW's card of course doesn't. Lastly, I never would have realized ahead of time I'd needed to save up BW points necessarily, but because DC points are flexible, I was able to transfer then book quickly once I found it was BW points I needed this time.

Yes, if you absolutely always need only points in the same programs you already accumulate tons of points in, then perhaps this kind of DC use won't work for you. But it has worked for me several other times, when opportunities arose in one program or another that were only possible if I could transfer points in quickly. In theory, you might be able to do something similar with the other flexible points cards (Membership Rewards AMEX, or Chase Sapphire), but are those cards really less expensive?
