International Travel, including to/from Canada
Passengers with bags to check are advised to be at the airport at least 120 minutes before scheduled departure time. Exception – AUA and PAP – 180 minutes.

Cutoff time for checked-baggage acceptance at all International airports is 45 minutes prior to departure.
Exceptions to this rule: Canadian cities – 30 minutes.

I've this happen to a mate of mine. We got to LHR 2 hrs before. Humongous lines for a CX flight, right next to AA's checkin desk. Didn't get to the desk until about 45 minutes before. No seats left, despite confirmed booking. After a bit of hassle he eventually got on.

But what I'm questioning is if they have these cutoff times and are slow in processing the lines, who's fault is that?
