Here are the conditions of sale and general info for people who want to take advantage of the "Singapore Stopover". It does appear that the (discounted) hotels & other promotions need to be booked at the same time as the flights.

However, if I were you I would by-pass your travel agent and contact a customer service agent at a Singapore Airlines office (at least 72 hours before the hotel check-in date) and see what they say and if they can change your flight date without penalty (it may be the case that the fares are cheaper on a different date in any case). Note that the 'Singapore Stopover' promotion does not confer Krisflyer FF miles...
