I guess this will be a good way of recognising people who have dropped from EXP status but have "forgotten" to remove their luggage tags.
I have never gotten new EXP Tags after my first year and I ordered a second set as well (for 20$). Now I would certainly not throw them out should I drop to PLT or GLD especially in consideration that I paid for them. As if anyone would give a damn at CI or the Baggage Service (except giving the bag one kick more or delivering them last).
