Okay found one thread where COInsider says that it is still a subpar service below BusinessFirst but marketed as BusinessFirst.

I guess there's my answer and I'll probably take Air Canada, which is slightly cheaper as well. Now that CO is in *A it's a shame they don't provide/maintain consistant service across the fleet.
