I've had several bids where I increased my bids very slowly ($1 or $2 at a time), never got a counteroffer, and then won the bid. Each bid was a "fresh" bid, where I opened a new browser window and selected the zones from scratch.

I am suspicious that Priceline targets counteroffers to certain users, and not to users that they know will go up dollar by dollar. Just one possibility.
