Funny coincidence: I've just been to Uganda. But I was told to have a crisp (it has to be post 2000 issue or it won't, by law, be accepted in Uganda!) $50 to hand.
Ha ha, yes I admit I was a bit too lazy here. But I did check that visas could be issued at the airport. I had no idea that I was forced to pay this in USD. Anyway i got some bills from the exchange office and the immigrations officer stamped my passport
Now, if I was to give a recommendation to the EBB airport, that would be to have an exchange office with very bad rates before immigration
