Not "everywhere" but HKCSL (1010) have Blackberry roaming packages for BridgeAlliance networks as well as an "APAC traveller" package. We have a corporate deal that gives us unlimited usage of these packages.

SingTel has a Blackberry roaming package for 16 countries (a mix of US, Europe, and APAC - mostly SingTel subsidiaries or partners).

I haven't seen anything outside of the US packages which offer unlimited roaming globally.
